Reports and Negotiations

The man in the leather seat, behind the oak desk, listens in silence. Wyndham stands and talks, confident, despite the curious nature of his report:

"Please bear in mind that our findings are as yet incomplete, and merely point towards a particular conclusion: and to continue our investigation, we will require further expeditions into the polar regions - more on that later.

Since you're already aware of the nature of my research, I will move directly to the our current best hypothesis as supported by my team, and also several independant researchers.

Essentially, the report states that we suspect that the alleged Aliens are not actually living things in their own right. The aliens, we believe, are merely the most destinctive, and therefor memorable aspect of a much larger phenomena. If anything at all in the encounter scenario can be said to be a living being, we suspect that it is the glowing disks often seen close by: the so called flying saucer often witnessed during encounters with these 'beings' - often even by people not directly involved.

They manifest in many ways to many people, the increasingly standardised 'grey alien', with it's foetal body and large 'almond shaped' eyes is merely a common template, informed by current culture of course. This is why there are such huge variants from country to country, and also over time - we have cases going back hundreds of years.

There are patterns also to these incidents, in time and space, the diagrams and charts in the first appendix of the report illustrate this, as do the transcripts of our airforce and navy captains, as well as civilian pilots.

What does not change across all reports, though, is the message delivered by the incidents, and to summarise the conclusion of the report, sir, we suspect that what we are looking at here is an extremely sophisticated broadcast medium.

Ultimately, we believe we can justify very generous funding of current naval projects and research. We would very much like to find the transmittor."
